IT System Support Roles and Responsibilities
System Owner
The System Owner holds ultimate authority and accountability for a system, ensuring alignment with institutional goals. Responsibilities include:
- System Scope & Strategy – Define system objectives and ensure strategic alignment.
- Decision-Making – Guide system selection, implementation, and integration.
- Budget & Resource Management – Oversee financial and personnel resources.
- Compliance & Risk Management – Ensure legal adherence and mitigate risks.
- Constituent Engagement – Promote user adoption and oversee training.
Example: The Associate Vice President - Chief Human Resources Officer owns the Talent Management System (Cornerstone), ensuring it supports HR processes, complies with regulations, and enhances efficiency.
System Steward
The System Steward manages daily operations, user adoption, and continuous improvement. Responsibilities include:
- Operations & Governance – Maintain policies, workflows, and data accuracy.
- User Adoption & Training – Support users, grant access, and provide training.
- Risk Management – Monitor security, obsolescence, and data integrity.
- Continuous Improvement – Evaluate and implement system updates.
- Vendor Management – Liaise with vendors to ensure service quality.
Example: The HR team administers Cornerstone, creating workflows, configuring access, training users, and collaborating with IT for enhancements.
IT Liaison
The IT Liaison serves as a bridge between system owners/stewards, Campus Technologies, and vendors to facilitate technical communication and ensure system functionality. They oversee compliance with Parkland's technology and information security policies, ensuring alignment with institutional standards. Responsibilities include:
- System Implementation – Lead technical deployment and integration.
- Ongoing Technical Support – Ensure system availability, updates, and backups.
- Technical Risk Management – Address security and authentication concerns.
- System Documentation – Maintain technical records and recovery plans.
- Vendor Management – Assist with contracts, renewals, and SLA compliance.
Example: The IT Liaison supports Cornerstone by overseeing integrations, managing SSO configurations, troubleshooting technical issues, and coordinating with vendors to resolve technical concerns.
